Peg Arguimbau Chairman, Hank Langstroth, Keevin Geller, Meredith deCarbonnel, and
Stephen Cremer were the members present. The Conservation Administrator,
Greg Meister, was also present.

7:45 p.m., The Commission reviewed the Enforcement Order for the violation at 144 Brook Road:

The Conservation Administrator explained to the Commission that Michael Moreshead illegally created an access way across Conservation Land and the Brook Road Public Layout for the installation of a septic system at 144 Brook Road. The Enforcement Order requires the violator to replant/restore the illegal access road and attend the October 21, 2010 Commission Meeting.  
Peg called for a motion to endorse and ratify the Enforcement Order for Michael Moreshead concerning his violation on Brook Road.
Keevin Geller moved. Hank Langstroth seconded. Voted. Unanimous. 5-0-0.

8:00 p.m., Signatures:

The Commission signed bills. Order of Conditions/Denial for AT & T’s proposed project at
68 Mohawk Street, DEP File # SE-280-0516. Certificate of Compliance for 1245 Providence Highway, DEP File #SE-280-0513. Enforcement Order issued to Michael Moreshead for the violation at
144 Brook Road.

8:05 p.m., Approve Past Meeting Minutes:

Peg called for a motion to approve the August 5, 2010 Meeting Minutes as presented.
Meredith deCarbonnel moved. Hank Langstroth seconded. Voted. 3-0-2.

Peg called for a motion to approve the September 23, 2010 Meeting Minutes as amended.
Stephen Cremer moved. Keevin Geller seconded. Voted 4-0-1.

Peg called for a motion to approve the September 23, 2010 Executive Session Meeting Minutes
presented.
Keevin Geller moved. Hank Langstroth seconded. Voted. 4-0-1.

8:20 p.m., Old/New Business:

-140 Maskwonicut Street:
The Conservation Administrator explained to the Commission that when Attorney Stevens sent the new property owners a copy of the Conservation Restriction Boiler Plate to review, he learned that the new owners were not aware that the culvert pipe had been removed from the disputed access path as part of the restoration project.

-Cedar Swamp Project:
Franz Ingelfinger, Representative from The Commonwealth of Massachusetts Division of Ecological Restoration, has recently been assigned to help facilitate the restoration project. He is preparing a bid request for a ground survey of monitoring wells and critical locations in and around the Cedar Swamp.

-Friends of Conservation Update:
Keevin Geller informed the Commission about a Friends of Conservation Meeting he recently attended that included information about their upcoming Wildlife Photo Contest. The Friends of
Conservation acquired the services of the photographer that Keevin recommended to help illustrate a photo collection booklet.  

-Matt Ostrow’s Proposal for a Town Wide Composting Program:
Peg read aloud to the Commission an e-mail received from Matt Ostrow concerning a community service project that he would like to initiate along with two of his peers that involves a town wide composting program.
The Commission agreed for Peg to contact Matt Ostrow to meet with the Commission and discuss his proposed community service project.

8:40 pm., Adjournment:

Peg called for a motion to adjourn.
